Insecurity and Anambra State November guber election, which have become worrisome, are the focus of the Research and Intelligence Unit of National Association of Online Security Reporters, NAOSRE’s Week 12 Security Review

 

 

 

The height of brazen attacks on Police Stations and killing of personnel was experienced after the hijack of peaceful #EndSARS protest by hoodlums in October 2020.

 

 

Inspector General of Police, Mr Mohammed Adamu, said that no fewer than 22 police officers were killed by youth protesting police brutality while hundreds of police stations and formations across the country were damaged.

 

 

But long after the end of the violent protests when the wounds were healing and Police pulling out of the onslaught with rebuilding of its formations, Policemen seem to have become endangered species especially in South East.

The attacks on Police which has assumed a worrisome dimension has resulted to loss of personnel, destruction of vehicle and police stations have been reported in Abia State, Anambra State, Ebonyi State and Imo states all in South East Nigeria as well as Cross Rivers

On December 24, a Police team at Amannachi on the Orlu-Ihiala Road was attacked by gunmen who killed two personnel instantly and later set their patrol vehicle ablaze.

Civilian victims were also recorded on the day of the including a promising youth popularly called ‘Soludo’ whose vehicle was also snatched in the process.

On January 10, three Police officers including two male and one female were killed when unidentified gunmen invaded Onueke Police Station in Ezza South Local Government Area of Ebonyi state and carted away two Ak riffles.

Loveth Odah, Police Public Relations Officer in Ebonyi state confirmed the attack and death of personnel.

According to her, “Yes, three policemen were killed in the attack. We don’t know the identity of the attackers yet. We are calling on the general public to provide information to the police in order to hunt down the perpetrators of this heinous crime,” she said.
The tales of deaths of Policemen in the hands of gunmen reverberated in Cross River State on Feb 24 when four of them on patrol were gunned down.

It was bloody recently in Calabar, Cross River State South South Nigeria as unknown gunmen gunned four police officers at a check point at about 12:30 am.

The policemen comprising two inspectors and two sergeants, were killed in the early hours of Thursday at a check point along MCC – Idundung road in Calabar

According to a local eyewitness, their dead bodies were seen on the floor in their pool of blood as a team of police men recovered the two ruffles that were left behind.

Miss Irene Ugbo, PPRO in Cross River said that the Command has been thrown into grief and is very bitter about the ugly incident.

“It is quite unfortunate and we feel really sad and in mourning mood about the death of the four officers who lost their lives.

“We are investigating the matter and will surely root out the culprits no matter how far they run or hide, we must get them that I can assure you,” she said.

In Abia state, gunmen struck at Omoba Police station in Isiala Ngwa South and Abayi Station in Aba on Feb. 2 and Feb. 23 killing a total of three personnel.

Police in the state confirmed that the assailants gained access into the armoury and carted away a number of AK 47 rifles and ammunitions.
The source wondered why the police should be the target of those responsible such that able bodied responsible personnel who were fathers, brothers, sons, mothers, sisters and likely breadwinners of family would be mowed down so wickedly.

Mr Chucks Ezeh, a resident of one of the communities where Police were killed says they are living in fear because those who should protect them from criminals are murdered in cold blood.

Ezeh said though there had not been report of violent crime in the area, the possible disappearance of Police from the roads could lead to increased insecurity. “We don’t understand what the new Police Commissioner is doing,” he lamented.

Mr Osita Obijiofor, an activist, condemned the attacks saying it is not the solution to any problem.

Obi said the killings are not good for the security of the area as Police personnel would now operate with utmost caution and fear.

The activist called on governors in the region to harmonise and come up with a strategic regional plan to curb insecurity in the area.

“Though I did not support EndSAR, I have always called for reform of police towards creating a more robust relationship between between the Police and the people.

“The attacks on Policemen and police formations are unfortunate because the Police still remain the closest security outfit to the people. Moreover, killing them will not end corruption or injustice because they are part of the society.

“Though, there is need for the Police to work on their relationship with the people.

“As a way forward, governors of states in the affected regions should see the development as a problem and come together to discuss the common problem bedeviling their states.

“Certainly, these are youths, the governors should have a way of reaching the youth and convincing them that they are for their interest, it should worry them why Police in their states are being attacked,” he said.

A security expert, Colonel Chuba Ikeagwu (Rrtd) said there is need for more intelligence gathering in order to address the brewing arms buildup in Southern Nigeria.

Ikeagwu said attack on Police is an institutional challenge for which the police must examine itself to discover at which point they have become endangered in the society. He admonished heads of Police formations like the Commissioner to undergo internal reassessment to be able to fight crime.

He condemned the transfer of arms to people without licenses which happens on the basis of corruption and blamed it on the inability to provide adequate security for Nigerians.

According to him, there is no smoke without fire, something is wrong somewhere and only the police can explain better what has happened it is not usual for police to be under this type of attack.

“Again, it could be a possible arms build up in response to what is happening in the North where herdsmen display alarming volume of arms and efforts are not being made to mop them up.

“Federal government should not only condemn activities of herdsmen who as threatening peace of this country, it should deal with them ruthlessly and unapologetically.

“This will send a clear signal about how government view lawlessness and discourage people from going away with illegal arms,” he said.

In all of this however, is the case of Anambra State and the heightened security situation occasioned by the November governorship contest that is billed to be a battle of the titans.

First, Anambra State parades the highest number of billionaires in Nigeria and ostensibly, the most richest in the country on individual account.
Therefore, any election in Anambra State is often more of do or die where money is not a problem to arm the young ones with sophisticated arms for electoral operations.

This has technically become a source of worry to stakeholders and residents of the State who are of the view that the newly transferred Commissioner of Police to the State, Monday Bala Kuryas, has not demonstrated the required dexterity to curb crimes in the commercially activated State.

Speaking to NAOSRE Intelligent and Research Unit, Chief Okafor Mbadinuju {Not related to the former governor} who resides in the state said:

“I have not seen any action by the new CP to curtail the excesses of these young criminals. We are all afraid because this is an election year. There is governor ship election and lots of arms are entering Anambra like a never end stream,” he said.

Only recently, four Anambra policemen in two patrol teams lost their lives in Mkpologwu and Omogho in Aguata and Orumba North Local Government Areas on Feb. 25.

CSP Haruna Mohammed, then PPRO in Anambra who confirmed the attack said the Commissioner of Police had visited the scene of incident.

“The gunmen who drove in a saloon car and a black Mercedes Benz 4Matic SUV opened fire on the policemen deployed to patrol the two locations,” he said.

“Meanwhile, the CP has ordered for a discreet investigation into the circumstances surrounding the incident and bring perpetrators of the dastardly act to book” he said.

In spite the open condemnations that trail the attacks, perpetrators of these killings have neither been arrested nor prosecuted.
According to various accounts, the attacks exhibit peculiar but similar characteristics going for the lives of policemen and making away with their riffles.

They go unsuspectingly, execute their mission and flee most times not resisted and without trail. No government or security agencies have been able unmask the identities of theses gunmen and it has not been established if the perpetrators are members of the same ring.

However, sources under pleaded anonymity suspect that they could be members of Eastern Security Network (ESN) a vigilance group created by outlawed Indigenous People of Biafra (IPOB) under the leadership of Mazi Nnamdi Kanu.

A 300 level student of Nnamdi Azikiwe University, Akwa who simply gave his name as Desmond corroborated the fears of Mbadinuju saying “We are told Commissioner Monday Bala Kuryas has served as Area Commander in Nsukka, Enugu State which means he should understand the terrain but nothing has changed and this is election years. We don’t even see the police chasing criminals. The ones we see are sent to the roads to collect money and that is all,” he volunteered.

Reacting, the new Command spokesman, DSP Nkenga Tochukwu to NAOSRE on Tuesday afternoon that those who complain that they are not seeing uniformed officers on the roads are right “Because the Command does more of convert operations {Deployment of intelligent officers on towns and villages} and we have been making success,”

Tochukwu added that it will not be correct to single out Anambra State as security pruned saying that “This is a trying period to every one. No state is totally free from insecurity. But at the Anambra State Command, I can tell you that we are doing our best,” the DSP submitted.

Commissioner Monday Bala Kuryas who hails from Kurya Dadu in Jaba Local Government Area of Kaduna State assumed duty as the 29th Commissioner of Police (CP) in Anambra.

He replaced Mr John Abang who has been elevated to the rank of Assistant Inspector General of Police.

NDLEA intercepts parcels of cocaine, heroin going to UK, Ireland, Australia

The National Drug Law Enforcement Agency, NDLEA, has intercepted well-concealed and unaccompanied parcels of cocaine, heroin, methamphetamine and cannabis sativa being shipped to the United Kingdom, Northern Ireland, Australia, Maldives and New Zealand.

A statement signed by the agency’s Director, Media & Advocacy, Femi Babafemi and made available to NAOSRE stated that a notorious trafficker, Sikiru Owolabi, who is behind at least two of the parcels has been traced and arrested after days of thorough and systematic surveillance by NDLEA operatives. Undercover narcotic agents attached to two international courier companies in Lagos made the seizures.

Sikiru Owolabi, who has made useful confessions during interrogations, was tracked after 1kilogramme of cocaine concealed in cream containers and meant for Dublin in Northern Ireland was intercepted at one of the courier firms in Lagos. This was also followed by the discovery of another 200grammes of cocaine meant for London, United Kingdom in the same courier company.

In another undercover operation, 320grammes of heroin concealed in earrings coming from Congo and going to Australia was seized at a different courier firm in Lagos, just as another 390 grammes of cocaine hidden in men’s clothing and going to Northern Ireland was intercepted in the same company.

While 500grammes of cannabis sativa concealed in automobile parts going to New Zealand was seized at one of the courier companies, 200 grammes of methamphetamine hidden inside an award plaque and going to New Zealand, with another 200 grammes of methamphetamine concealed in a book and going to Maldives, were equally intercepted in another firm.

Beside the arrest of Owolabi, efforts are ongoing to track and arrest other traffickers behind the other unaccompanied illicit drugs packaged as parcels for shipment to Europe.

Chairman-Chief Executive of the NDLEA, Brig. General Mohamed Buba Marwa (Retd) has commended the men and officers involved in the operations to frustrate attempts by drug barons and traffickers to ship illicit drugs overseas through unaccompanied parcels. “I ask all our men and officers involved in the various overt and covert operations across the country to continue with the ongoing offensive action until we chase the criminal elements out of their illicit and damaging trade”, General Marwa admonished.

FRSC’S SWIFT RESPONSE TO DISTRESS CALL, RESCUES PASSENGERS FROM A DRUNK DRIVER

 

frscThe Ogun State Sector Command of the Federal Road Safety Corps has in a quick response to a distress call, rescued passengers by arresting a drunk driver who was spotted driving so recklessly in such a manner that could lead to road traffic crashes.

According to Bisi Kazeem, the Corps Public Education Officer, the drunk driver was arrested in Kyakyama, Ogere, Ogun State at about 1335HRS when the Sector Commander received a distress call from a passenger who noticed the dangerous way the driver of the vehicle she boarded was driving.

The passenger, one Mrs Matina reported that few minutes into their journey, they noticed that the driver was driving under the influence of alcohol which prompted the passengers to caution him against his recklessness. She revealed that it was when the driver refused to hid to the warning from all the passengers that the passengers got the FRSC call line from the internet and hurriedly put the call through to the FRSC for rescue.

Kazeem stated that upon receiving the call, the Sector Commander ordered a patrol team from RS2.24 Ogere Unit Command immediately to effect the arrest of the driver and ensure the impoundment of the vehicle, whuch was reported to be a white colour Toyota Hiace bus with the following registration details FKJ 991 YA.

Upon arrest and impoundment of the vehicle, the driver was subjected to BAC test and the result was 0.18%, which is extremely higher than the 0.05% permissible by road traffic regulations.

The Corps Marshal, Federal Road Safety Corps, Dr Boboye Oyeyemi while thanking the passengers, expressed joy over the bravery. He noted that the conduct did not only prove that they were observant enough to discover the recklessness of the driver, but also proves that that Nigerians are also courageous to report dangerous road use behaviour.

He therefore called on the motoring public to emulate the actions of the passengers, emphasising that road safety is a collective responsibility and every body’s business. As such all road users must play their role to ensure their own safety and that of other road users.

He also said that the FRSC toll free numbers 122 is always available 24/7 for emergency and prompt rescue services.

Adamawa Police Command Arrests Kidnappers, Robbers

The Commissioner of Police, Adamawa Police Command, Aliyu Adamu Alhaji, has gone on the offensive against kidnappers and robbers in the State, vowing to ensure that criminal activities are completely rooted out of the State.

In the statement, the Command stated that on March 20, it apprehended three suspects responsible for the kidnapped of Engineer Elan Jobbo, a principal of VTC Jabbi Lamba, Alhaji Jauro Mamburso and Alkani Zumbe, all of Girei and Song Local government Areas, sometimes May, 2020.
According to the Command, the suspects are 40y ears old Usman Sale, a resident of Muleng, Song Local Government Area; 37 years old Lawali Sale, a resident of Bah Usman Village, Fufore Local Government Area and 36 years old Yerima Alhaji Dadi, a resident of Bah Usman Village, Fufore Local Government Area.
The Command stated further that they were apprehended at their various hideouts in Muleng and Chigari Villages of Song and Fufore Local government areas , following credible information and intense search by the Police and Vigilantes of Song Division.
DSP Nguroje added that investigations so far revealed that the suspects do participate in armed robbery and kidnappings activities across the border between Nigeria and Cameroon Republic.

The Commissioner Police CP Aliyu Adamu Alhaji, while commending the DPO of Song and his men for making it difficult for those criminals to escape arrest , he equally directed further investigations into the case to bring up more human and material evidences for proper prosecution.

Meanwhile, as part of efforts at tackling criminal activities and other related offences, the CP , working in concert to deepen intelligence and strengthen security in the State, has deployed Rapid Respond Team (RRS) and Anti Kidnapping unit of the Command to go after the kidnappers in their hideouts everywhere within the State .

Chief of Army Staff, Attahiru, Visits Yobe, Addresses Lafiya Dole Troops

Chief of Army Staff, Lieutenant General Ibrahim Attahiru, on Sunday, March 14, inspected a guard of honour at the Sector 2 Headquarters of Operation Lafiya Dole during an official visit to Damaturu, Yobe State capital, North East Nigeria.

The Army Chief told the troops to be courageous in the discharge of their duties saying that the visit was intended to familiarize himself with how the officers are going about ending the war against insurgency throughout the theatre in the whole region.

He noted that he was also in Yobe to convey special greetings from Mr President and Commander-in-Chief, Muhammadu Buhari to the troops, stressing that the President has full knowledge of the efforts the officers are putting into the battle.

He said, “Being the Chief of Army Staff, I am aware of the challenges you are facing. I am making frantic efforts to see we overcome it so as to have and ensure you have the highest level of morale to be able to accomplish the task before you.”

Addressing Journalists shortly after, Attahiru revealed that he is touring theater headquarters as well as all the sectors of the operation Lafiya Dole in the country.

Audu Madaki Orders Full Investigation Into Mrs Aganya’s Murder

Benue Commissioner of Police Audu Madaki has ordered full scale investigation into the gruesome murder of Chief Mrs Eunice Aganya.

A statement signed by DSP Anene Sewuese Catherine, Police Public Relations Officer of the Benue Command and made available to NAOSRE, stated that on March 13 at about 9.30 am, information reached the Command that Chief Mrs Eunice Aganya, wife of Commissioner Ebezimako Aganya, ret’d, who resided at Austin Iwar Street, off David Mark Bye-Pass in Makurdi could not be seen by her co-chiefs who had planned to pay a courtesy call on a Royal Father in Makurdi.

The statement stated that Police detectives who received this report swiftly moved to her house where she resided alone behind her bakery.
At her residence, her car was seen parked in front of her gate and her fence broken into but her doors were locked.

According to the Police, the team noticed blood stains on the window of the deceased and curiously broke into the house where they found the lifeless body laying in a pool of blood with a deep cut on the head.

Following this sad development, Commissioner Madaki has ordered a full scale investigation to be carried out by detectives of the Command Criminal Investigation Department.

The Benue Commissioner has commiserated with Commissioner E. Aganya, ret’d as well as family members and vows not to leave any stone unturned apprehending the culprits.

Meanwhile, the Corpse has been deposited at Bishop Murray Medical Center Morgue while one suspect has been arrested in connection with the case.

Buratai Becomes NAOSRE Grand Patron, Thanks Buhari For Confidence

Lieutenant General Tukur Yusuf Buratai, ret’d, the immediate past Chief of Army Staff, is now Grand Patron of the National Association of Online Security Reporters, NAOSRE.

In a brief ceremony on March 11 at the Army Resource Centre, Asokoro, Abuja, where the President of the online media association, Mr. Femi Oyewale presented a plaque of honour to the Ambassador Designate, Buratai thanked the association’s leaders and members for considering him for such enviable position.

He re emphasized the importance he attaches to the media as useful partners in nation building. He reinstated his determination to always co operate with the media, in any way possible, for a better and safer Nigeria.

Buratai urged NAOSRE not to relent in its patriotic efforts at promoting unity and harmony between citizens and security operatives through professional and unbiased reportage.

“I thank NAOSRE leadership and members for being here today to involve me as the association’s Grand Patron for a better and safer Nigeria. The unity and peaceful co existence of our dear country is what I have always worked for. I will continue to support anything that will make Nigeria safer and secured even outside office as Chief of Army Staff.

“I also want to use this opportunity to thank President Muhammadu Buhari for the confidence he reposes in me. I will never betray that confidence and I will not disappoint the Commander-in-Chief in any position of trust I am assigned from time to time,” Buratai stated.

Earlier in his presentation, Oyewale described General Buratai as radiating Warren Bennis’s philosophical definition of leader as a servant with capacity to translate vision into reality. He said “Of a truth, His Excellency, General Ambassador Dr Tukur Yusuf Buratai epitomized and exhibited those leadership skills as Chief Of Army Staff. We are sure he will do more in subsequent assignments.”

Oyewale disclosed that the idea to choose Buratai as NAOSRE Grand Patron is a product of the association desire to minimize errors in its pursuit of creating harmony between citizens and military operatives.

NSA Monguno Under Fire As He Goofs Again

National Security Adviser, NSA, Mohammed Babagana Monguno has embarrassed the Presidency, yet again.

Monguno, during an interview with BBC Hausa Service apportioned blames sayings budgeted funds for arms and ammunition may not have been properly utilized, a development that has caused rift in the Presidency.

Arising from his statement, the National Association of Online Security Reporters, NAOSRE gathered that Monguno has been under fire owing to this careless statement.

Dependable sources availed that this is not the first time the NSA would be causing rift in the Presidency owing to unguarded statements.

“He knows about the defence budget and how monies are being spent. But to come out and apportion blames on former service chiefs by way of saying monies are missing as well as embarrass the Presidency in the Hausa BBC interview seems to be the height of incompetence,” a top Nigerian told NAOSRE.

Meanwhile, the NSA has issued a clarification saying he was quoted out of context and that he never said funds were missing.
The statement reads in part:

“The attention of the Office of the National Security Adviser has been drawn to some media reports regarding Armed Forces equipment during an interview with the BBC Hausa service.

“We would like to state that the NSA was quoted out of context as he did not categorically say that funds meant for arms procurement were missing under the Former Service Chiefs as reported or transcribed by some media outlets from the BBC interview.

“During the interview, the National Security Adviser only reiterated the Federal Government’s commitment to deal decisively with insecurity and stated President Muhammadu Buhari’s continued commitment to provide all necessary support to the Armed Forces, including the provision of arms and equipment.

“In the interview, the National Security Adviser clearly informed the BBC reporter that Mr President has provided enormous resources for arms procurement, but the orders were either inadequate or yet to be delivered and that did not imply that the funds were misappropriated under the former Service Chiefs. The NSA also informed the reporter that, Mr President is following up on the procurement process as is usual with contracts relating to military equipments, in most cases the process involves manufacturing, due diligence and tedious negotiations that may change delivery dates.”

It should however be recalled that Mohammed Babagana Monguno, current National Security Adviser is a retired Nigerian military general. He was the Chief of Defence Intelligence from July 2009 to September 2011 and the Commander of the Brigade of Guards from 2007 to 2009.

33 Years Of FRSC’s Enhanced Safety On Nigerian Roads by Bisi Kazeem

Thirty three years ago, precisely on 18 February 1988, the Federal Government of Nigeria established the Federal Road Safety Corps (FRSC) as the nation’s lead agency saddled with the responsibilities of identifying the causes of road traffic crashes and proffering appropriate solutions to the menace that had placed the country in the position of the second most hazardous nations in Africa to drive motor vehicles in.

 

 

With its lead agency status, FRSC was set as an institution to make effective use of instruments of education, science and technology to resolve the intractable challenges of motorisation in the country which was heightened by people’s fatalistic beliefs towards road traffic crashes.

For a nation that had nearly surrendered itself wanton killings on its highways which most of the people falsely attributed to either “the will of God” or “evil spirits,” the establishment of the FRSC 33 years ago was hailed by some discernible Nigerians as the most comprehensive policy that could address the menace of road traffic crashes in the country.

 

 

It’s worthy of note that prior to the establishment of the Corps, there were various efforts made by some concerned individuals, organisations and corporate bodies to create public awareness on the effects of road traffic crashes and tackle the menace to no avail.

With the incapacity of such efforts evidenced by the yearly public enlightenment programmes annually carried out by the Nigerian Army during the ember months particularly in the month of December; the creation of the Highway Patrol Unit under the Nigeria Police and the Oyo State Road Safety, the mandates of the new FRSC were expanded to essentially include conducting research into the causes of road traffic crashes and using all modern tools to adequately address them while prompt removal of obstructions formed an essential part of its mandates.

 

 

FRSC thus, started its operations with a renewed spirit of road traffic management system built on public goodwill, integrity and service delivery by its personnel.

Backed by enabling law espoused in Decree 45 of 1988 as amended by Decree 35 of 1992 under the military rule, captioned as Laws of the Federation of Nigeria 1990, but repealed and reenacted as FRSC Establishment Act 2007, during the civilian rule, the statue provided adequate powers to members of the Corps to utilise not just the efficacy of public enlightenment programmes, but to embark on aggressive enforcement of traffic rules and regulations to return sanity to the otherwise chaotic Nigeria highways.

 

 

Accordingly, right from its inception to date, successive leaderships of the Corps have strived to build on the solid foundations laid by the founding fathers in creating public awareness on issues of road safety and enforcement of traffic rules and regulations without fear or favour.

 

 

First Decade of the FRSC

The first decade of the FRSC from 1988 to 1998 was devoted to laying solid foundation for the organisation; creating alliances between the organisation and strategic members of the public through enlightenment programmes particularly, among the drivers and raising awareness that could convince every Nigerian that in its enforcement strategies, FRSC would not be “business as usual.” To this end, offenders who were apprehended for various traffic violations were not only sent to the banks to effect payment of the coded fines, but made to attend post- payment lectures in the commands after which video clips of road traffic crashes were shown to convince them that road traffic crashes were real, and that because they are caused mostly by human factor, they could be prevented with adequate caution and adherence to the rules of the road by the drivers.

 

 

However, this non relenting efforts of the young and energetic members of the Corps who shared the value orientation with the leadership of the organisation chaired by the internationally acclaimed Nobel Laureate, Professor Wole Soyinka and managed by Dr Olu Agunloye as the pioneer Corps Marshal, it became evident that most of the notorious traffic violators started showing remorse and promising to abide by the rules and regulations guiding the use of the roads.

As for the elite members of the society who believed that any law could only be enforced on those less privileged members of the society, the target of the public enlightenment efforts at them coupled with enforcement system that did not exclude anyone from been apprehended whenever they committed traffic violations saw them cautioning their drivers and abiding by the regulations.

 

 

With the combined strategies of aggressive public enlightenment and robust enforcement coupled with the introduction of the new licensing system by the Corps, Nigeria’s FRSC successfully commenced a new engagement with the Nigerian public in matters of road safety that restored relative sanity to the roads. This tempo of aggression was sustained throughout the Corps’ first ten years of existence with majority of the people hailing its non-compromising stance on matters of road safety as a healthy development

 

 

FRSC in the Second Decade

By the time the FRSC entered its second decade which commenced in February 1998, the organisation had experienced its first leadership change four years earlier. This saw the change of Barton from the pioneer Corps Marshal, Dr Olu Agunloye to Major General Haldu Anthony Hananiya( rtd) who introduced obvious changes into the organisation’s culture of civility upon which the Corps was founded, to a new regimentation that gave impetus to the organisation as a paramilitary agency.

 

 

In line with the new postures of a paramilitary agency, changes were effected on the Corps’ uniforms; trainings, including arms trainings were organised for management staff and some selected members of the Corps, while the general comportment of the staff to make them more reflective of the new regimentation were introduced as evidenced by the launch of a new FRSC Disciplinary Code and dominance of military styles in the operational and administrative activities of the Corps.

 

 

Despite these massive structural changes however, the Corps’ core values of ensuring safety on the nation’s highways and civility in enforcement remained uncompromised while the civil approach to patrol activities and pursuit of public enlightenment programmes were adhered to religiously. The various changes in the military leaderships of the country within the period especially with the stepping aside of General Ibrahim Badamasi Babangida (rtd) to the brief Interim Government of Chief Earnest Shonekan, to Generals Sani Abacha and Abdulsalami Abubakar within a spate of five years, the FRSC’s first and second decades also witnessed leadership changes. These ranged from General Hananiya to Deputy Corps Marshals Dahiru Yakassai and Engr Abba Wakilbe.

 

 

Importantly, within the same period, the Corps also experienced merger and demerger with the Nigeria Police and its return to General Hananiya in November 2003 in the aftermath of the demerger, all of which affected the operations and structures of the Corps in various ways.

Despite the celebrated “second coming” of General Hananiya, he only held the saddle of leadership of the Corps till a new Corps Marshal was appointed from outside in May 2007, few months before the celebration of the Corps’ 20th anniversary, which ushered in a new chapter in the organisation’s tortuous journey.

 

The Third Decade of the Corps

The third Decades of the FRSC which effectively commenced in February, 2008 saw a new leadership of the Corps undet Chief Osita Chidoka. The new Management came with the introduction of a digital era of rapid development in information and communication technology; consolidation of the gains of the past twenty years of the Corps and chatting a new course for its future as a technology-driven organisation. The decade’s activities commenced with an international Conference on Road Safety, which was organised to mark its 20th anniversary celebration at the Sheraton Hotel Abuja.

 

 

The third decade was characterised by a new dynamism in road safety management with the launch of several road safety programmes that are technology-driven; reaffirmation of the FRSC as a veritable tool for achieving the socioeconomic goals of the government and membership of the Corps to the security and other socioeconomic bodies across the States. Meanwhile, with more funding and active participation of the Corps in road safety activities, various local and international recognitions came to the organisation.

 

 

Seven years into his tenure and four years before its 30th anniversary, Chief Osita Chidoka was appointed as Minister of Aviation, leading to the appointment of Dr Boboye Oyeyemi, the first Corps Marshal from within the organisation who is the currently saddled with the leadership of the organisation.

 

 

Dr Boboye Oyeyemi, a founding officer of the Corps took over the mantle of leadership on 24th July 2014 and has since been pursuing the modernisation policy of the Corps with commendable dexterity. A firm believer in policy continuity, the Corps under his leadership has in the last seven years been propelled by a new force that aligns with the principles of the founding fathers: More Federal Government’s moral and logistics support have been secured; road safety strategy document was first approved under him while the second edition of the strategy is currently in operations.

There have been greater vigour in the pursuit of anti corruption war in the Corps under his Management with the formal launch of anti corruption app in partnership with some strategic stakeholders. Meanwhile, more collaborative initiatives have led to greater vigilance on the activities of members of the Corps with those caught engaging themselves in anti corruption practices being arraigned by the EFCC and ICPC to courts while others are facing the FRSC Disciplinary panel for trial and appropriate sanctions on various allegations to serve as deterrence for others.

 

 

The policy of expansion of the Corps’ presence nationwide to bring its operations closer to the grassroots which the Oyeyemi-led Management initiated has led to the opening of a liaison office in each of the remaining local councils across the country where FRSC was yet to establish a full unit command, while liaison officers have been appointed to all such councils since last year. In pursuit of the new agenda, more unit commands, zebra and roadside clinics are being opened while training programmes for staff to prepare them adequately for their tasks have been on the increase.

Moreover, the Corps has also witnessed improved provision of patrol logistics, rescue and tow trucks by the federal government under the present administration of President Muhammadu Buhari to prepare the Corps to carryout its statutory responsibilities most efficiently. There’s no doubt that FRSC has over the years endeared itself to the generality of people of Nigeria and positively impressed the government which has continued to give it supportive hands.

 

 

With the growing desire for urbanisation by the government coupled with the central role which transportation and safety plays in the liveability of the people, there is every possibility that the demand on the FRSC to perform more optimally will be on the increase and the present Management is up to the tasks in closing such gaps.

 

FRSC in the Next Decade

By the time Nigeria will celebrate the 40th anniversary of the establishment of FRSC in 2028, it’s expected that all the lessons learnt over the years would have come to assist the organisation to stand firmly on its feat in order to continue to deliver on safety to the people.

Therefore, It is also expected that the capacity of the Corps would have developed to a level where the personnel would be in a position to address whatever traffic challenges that the nation maybe faced with more professionally and efficiently.

 

 

In addition, with improved funding by government and closer collaboration with stakeholders, the entire Nigeria road network would have been effectively covered with the activities of the special marshals been more widely embraced by Nigerians from all strata of life which aligns with the collective nature of road safety campaigns
