Bello-Koko: A Vision That Turned Around NPA By Olatunbosun Olupitan

Though the acting Managing Director, Nigerian Ports Authority (NPA), Mr. Mohammed Bello-Koko is yet to reel off his plan of action after his appointment weeks back, sources close to the new boss atthe Nigerian sector regulator have hinted on some aspects of his job that he hopes to put in the front burner.

 

 

 

Basically, with his appointment, Bello-Koko is saddled with the sole responsibility of overseeing operations at the NPA, which include, administration of land and water within port limits, planning and development of port operational infrastructure, leasing and concession of port infrastructure and setting benchmark for tariff structure, carrying out nautical/harbour operations and hydrographic survey, handling marine incidents, avoiding pollution, maintaining safety and security, enacting port regulations and byelaws as well as monitor and enforce while superintending the day-to-day operations and enforcement of relevant sections of respective agreements.

 

 

A stickler to rules and regulation himself, paramount on Bello-Koko’s agenda is the need to embark on stricter regulatory re-enforcement. He hopes to ensure that every operator in any of the Nigerian ports play by the rule, believing that it is only by so doing that the ports could be optimally utilised and more funds remitted to government’s coffers. There will also be firm regulatory oversight for sea vessels cargo movement.

 

 

The acting MD is familiar with the problems of maritime insecurity and during a recent visit to him by members of the Support for West African Maritime Security (SWAIMS), an affiliate of the European Union, at the NPA head office in Marina, Lagos, he reckoned that maritime insecurity had heightened hence the need to tackle the matter frontally. Urging the SWAIMS team to diligently concentrate on the theme of their operation, he assured them that the NPA would always identify with.

Successive NPA leaderships have made efforts to address the issue, but it has remained a recurring decimal, making the Nigerian seaports rank among the most dangerous maritime zones, where pirates, kidnappers and other sea robbers freely operate. This has denied Nigeria its membership of category C of the International Maritime Organisation (IMO) during its elections in 2017, 2018 and 2019.

Apart from the surcharges and high insurance premiums that this problem brings about, some foreign vessels have opted to divert their cargoes to much safer neighbouring countries or limit their voyages to the Lagos ports, which is relatively safer than most other ports in the East and South-south.

Before his emergence as acting MD, Koko-Bello always harped on the need for a safer maritime environment. One of such examples was during a visit of the federal government’s team for the implementation of the Harmonised Standard Operating Procedure on the arrest, detention, and prosecution of offenders in the maritime environment, to the NPA corporate headquarters in Marina, Lagos, where he spoke on behalf of his former boss. On that occasion, he noted that a safe and secure environment as well as restored sanity at the anchorage were factors that could help generate more funds for Nigeria.

The Bello-Koko leadership hopes to ensure vigilance at the ports, train and retrain its security personnel and ensure that terminal operators/concessionaires remain complaint to dictates of the International Ships and Port Security (ISPS) code and there will be regular monitoring and supervision to ensure compliance.

Another vision of the NPA boss is to facilitate inter-agency and stakeholders’ collaboration, especially,relevant security agencies and host communities to engender safe and customer-friendly operating environment. These include the Nigerian Customs Services (NCS), which facilitates legitimate trade, the Port Health Services, which implements the WHO International Health Regulations, the International Maritime Organiastions (IMO) laws on health matters, the International Civil Aviation Organisation (ICAO) laws, the Nigeria Quarantine Act (aircraft and ship), the Public Health Laws of Nigeria and any other relevant laws and the Nigerian Police, which responsibility is to maintain law and order in the ports.

One other agency that must work in synergy with others are the Nigerian Maritime Administration and Safety Agency (NIMASA), established to oversee maritime safety, seafarers’ standards and security, maritime labour, shipping regulation, promotion of commercial shipping and cobatage activities, pollution prevention and ensure control in the marine environment. The agency is also responsible for the implementation of domesticated International Maritime Organisation (IMO) and International Labour Organisation (ILO) conventions.

The Department of State Services (DSS), responsible for intelligence gathering and protection of government concerns, National Agency for Food and Drug Administration and Control (NAFDAC), with a mandate to regulate and control the manufacture, importation, exportation, distribution, advertisement, sale and use of food, drugs, cosmetics, chemicals, detergents, medical devices, and other regulated products and the Nigeria Immigration Services (NIS), charged with detecting fraudulent travel documents, border patrol and control of the seaports, are expected to explore more innovative techniques to work together to make the seaports safer.

One problem that operators have had to contend with is the menace of illegal barge operators. Barge operators under the aegis of Barge Operators Association of Nigeria (BOAN), have called on successive administrations at the port to get to the nitty gritty of quack barge operators on the waterways. So, expectedly, the new leadership plans to address how they get access to the ports to load their cargoes and how they get jetty approvals to operate, with the hope to regulate their activities.

There are so many other sundry issues that will top the agenda of the new NPA MD, and this will include, but not limited to cleaning up the system and ensuring transparency in port operations, dredging of the channels and removal of wrecks for safe navigation of vessels to make channels navigable, completion and full deployment of functional information and communication technology to drive the operations at all locations, continued automation of port authority operations to facilitate speedier processes, reliability and trust in the system, and very importantly, closing the gap between funds generated and remitted to government coffers.

The Lekki and Ibaka deep seaports are projects started by former managing directors of NPA. The $1.6bn project is already at 50 per cent completion, so Bello-Koko is determined to continue from where previous MDs stopped. He obviously would muster the needed political support and work with government to see them become operational. This will also give him the opportunity to take the credit for their commissioning as Nigeria begins to take advantage of the world-class port complex and welcome deep-sea vessels.

Talk of the Lagos ports and what quickly comes to mind is the horrendous traffic gridlock that usually spills over to the major arterial roads in the metropolis, affecting the economy of the state and the country at large. Therefore, Bello-Koko’s plan is to see to the full implementation of the Eto, the Electronic Truck call-up system designed for the management of truck movement and access to and from the Lagos ports complex and the Tin Can Island ports, Apapa, Lagos.

Therefore, all trucks doing business at the ports would have to stay at the approved truck parks until they are called up into the port through the Eto app, which is being used for the scheduling, entry and exit of all trucks since February 27, 2021.

Coming into office from his position as the former ED Finance, a position that puts the welfare of NPA employees and pensioners under his control, port workers and pensioners can rest assured that top on his agenda is to ensure smooth and cordial relationship that would be founded on ensuring that their welfare is priority.

The 65-year-old Nnewi born politician; Joe Igbokwe has defended the national leader of the All Progressive Congress, Bola Tinubu following the accusations from the IPOB leader, Nnamdi Kanu. In a viral video circulating on social media, Nnamdi Kanu was seen making claims that Bola Tinubu had ordered Yourba youths to burn down Alaba International market so the blame can be placed on IPOB.

 

Joe Igbokwe, the special adviser to the present Lagos State Governor, Babajide Sanwo-Olu on Water Resource and Drainage released a statement on Facebook. The Nigerian politician appealed that Nnamdi Kanu should not attempt to bring his madness to Lagos as a result of his false news.

In Joe Igbokwe’s words, ‘Our attention has been drawn to Nnamdi Kanu’s video circulating on social media that Asiwaju Bola Ahmed Tinubu has asked Yourba youths to burn down Alaba International market and blame it on IPOB. This is a lie from the pit of hell.’

 

Joe Igbokwe also added that, ‘As leader of Ndigbo in APC in Lagos and South West Nigeria, I am appealing to Nnamdi not to bring his madness to Lagos or anywhere in the South West and even Northern Nigeria.’

Some members of the Indigenous People of Biafra, IPOB have been caught on tape assaulting some residents for refusing to obey a ‘sit-at-home’ order put in place by Nnamdi Kanu, the group’s leader.

IPOB deployed some of its members to enforce the ‘sit-at-home’ order, dealing with anyone seen outside their homes or conducting any business in public. The ‘sit-at-home’ directive has been largely obeyed across states in the South-East.

 

However, it was learnt that police officers clashed with some of the enforcers in Nnodo, Ebonyi local government area of Ebonyi state. It was gathered that motorbikes and cars were set ablaze during the attack.

 

An eyewitness stated: “In order to stop them, the police was mobilised to the area leading to shooting during which deaths were recorded,” he explained.

According to Daily Trust, 3 IPOB members and a police officer were killed in the process.

 

 

Robbers Invade orogun in ibadan with POS machine, Cart away valuables worth millions

 

No fewer than twenty armed robbers stormed once peaceful Alaafia Estate in Orogun around 11pm on Sunday night and operated till around 2am on Monday morning dispossessing residents of valuables running into millions of naira.

The robbers who made first appearance at the Estate about two weeks ago when they robbed a Superintendent of Police and three flats were said to have mobilised more gang members in a more deadly robbery where they carted away money, laptops, mobile phones and ATM card after obtaining their Personal Identification Numbers (PIN).

The robbers were said to have gained entry into the Estate through the recently dredged Carnal linking Barika, Agbowo, and Orogun.

Armed with machete, Guns and other dangerous weapons, the dare devil robbers divided themselves into the Estate and robbed concurrently in House number 33, 31, 25 among others.

It was gathered that no fewer than twenty families were direct victims of the robbers with one Peter in House 33 sustaining machete cuts on his left hand while the wife was said to have been beaten with machete.

They forcefully gained entrance into their victims’ apartments, moving boastfully and daring the residents to come out if they were up to the task.

At house 31, where at least twelve flats were robbed, the robbers forced their victims to use the POS which they brought but when network failed the transfer, they obtained the PIN and went away with their ATMS.

As they moved to House 25, where the robbers were said to have accused some residents to have peeped through the window during their last operation in the Estate, doors and properties were badly destroyed as they threatened to unleash hell on them as they battle to break the security.

A resident said: “as they battle to break into the house, one of them was telling the new ones they recruited to join them this time around that somebody was peeping through the window from the house. They said we would see hell if they break into the house if we don’t willingly open the door”.

However, the Ojoo Police Division were said to have mobilised to the Estate blowing serene and releasing gun shots as they made their way into the Estate.

Hearing the gunshots, another resident said the robbers shouted on themselves “big daddy (police) are here; won ti mbo, e ja ke lo.”

The police were said to have recovered four machetes and a locally made pistol around the scene of the robbery.

Narrating their ordeal, one of the victims who pleaded anonymity said “When they came, they jumped into our house and shot into the air. They started saying awon daa, wey money, they entered around 12:45 and left around 1:45am for other buildings.”

Amotekun Personnel Open fire in Oyo, kill two, Injure one

 

Eyewitnesses told Blaze Newz that one Afeez Lotto and Akin Owoaga were shot dead by a member of Odua people Congress, who was recruited into Amotekun, Sikiru Apanpa.

Our correspondent gathered that the incident started when youths in the area disagreed on a certain issue, and Lotto had invited the Amotekun personnel to control the situation.

Blaze Newz learnt that when Amotekun personnel arrived at the scene of the incident with their vehicle, Apanpa did not ask questions before he shot at the two.

It was gathered that the two victims died instantly.

While going out of the community, the men of the Amotekun also shot at an old man, Matthew Owolabi, at Ike Olu junction who later reported at Mapo and Babaganku Police Stations.

Following the development, the men of the Nigeria Police Force, Mapo Area Command, Ibadan, arrested Saheed who invited Amotekun to produce the killer of the two victims

 

Group Begins protest In Osun, demands end to security, bad governance in Nigeria

 

Civil society organizations in Osun state Invaded major streets of Osogbo, the state capital protesting against insecurity and bad governance in Nigeria.

The protest, according to the Convener, (Comrade Waheed Lawal), is to sensitize residents of the state to always stand against injustice and maladministration rather than dying in silence.

The protesters took off from the popular Freedom Park at Old Garage and marched through station road where they addressed shop owners around Fagbewesa junction on the need to join the advocacy for better Nigeria.

Comrade Waheed Saka who spoke at the Fagbewesa junction said that despite the human and natural resources the country is endowed with, poor leadership has put the country in the wrong direction leading to untold hardship among the masses

Sowore was not shot by our officers, they only restored calm at unity foundation – FCT Police

 

The FCT police command has reacted to information making the rounds that #RevolutionNow convener and former presidential candidate in the 2019 elections, Omoyele Sowore was shot by one of its officers a few hours ago during a protest in the nation’s capital, Abuja.

 

This was disclosed in a statement by the police public relations officer of the Command ASP Mariam Yusuf.

The police noted that contrary to the speculation, all the officers that were assigned to the location were professional in their conduct as they restored calm at the Unity Fountain after a group of protesters had attempted to incite a public disturbance.

 

The statement further mentioned that Sowore and his group had gone on a rampage and were resisted by the police officers who acted in a bid to prevent them from causing a breakdown of law and order.

The police spokesperson added that there was no record of any gunshot incident at the unity fountain as at the time of the statement

Desist From avenging Gulak’s death, Sheu Sani Cautions Notherners

 

Former Kaduna State lawmaker, Senator Shehu Sani has called on Northerners to desist from avenging the murder of Ahmed Gulak who was killed on Sunday in Owerri, Imo State capital.

Gulak, an aide to former President, Goodluck Jonathan was murdered by gunmen while on his way to catch his flight at the Sam Mbakwe Airport.

The former Kaduna senator in a statement on Monday said the murder of Gulak was an attempt to cause an inter-tribal conflict.

 

He noted that for the Indigenous People of Biafra to have disassociated themselves from the murder, it shows it is pure criminal action.

Sani pleaded with Arewa youths that to avoid a major conflict with the Igbo by not revenging Gulak’s death.

“The cold blood murder of Ahmed Gulak in Owerri stands unreservedly condemned, the statement read.

“The murder has all the elements of some forces trying to trigger an inter-ethnic war between Northerners and the Igbo.

“We must resist that plot. The statement by IPOB dissociating themselves from such despicable and barbaric act and even extending their condolences to the family of the late Gulak should be accepted in good faith.

“The police and other associated security agencies should do a diligent investigation and look beyond hurried finger-pointing. May Allah grant Ahmed Gulak Aljanna Firdausi. Amin.”

 

Explosion Rocks Popular Rivers Motor Park, injures Many

About six persons were injured while traders and motorists scampered for safety after a substance suspected to be dynamite exploded at the popular Mile 3 Park in Port Harcourt, Rivers State on Monday.

Residents of the area said they heard a loud sound at about 6.20am when traders were bringing in their goods and others opening for business.

The explosion occurred at the dry fish section of the park.

In the confusion that ensued, two persons were severely injured, while scores, mostly women, suffered various degrees of injuries. The injured have been rushed to a nearby hospital.

It could not be immediately ascertained what could have led to the explosion or those behind it.

Our correspondent who visited the area reports that the stretch of shops and businesses on both sides of the streets leading to the market was closed.

When contacted, the spokesman of the state Police Command, Nnamdi Omoni asked our correspondent to send a text message, but he was yet to respond to it at the time of filing this report.
