How rising costs threaten Nigeria’s telecom sector

Rising operating costs have become increasingly overwhelming for most businesses in Nigeria in the past two to three years. Escalating costs of fuel, power, labour, transportation, equipment maintenance and security, coupled with forex fluctuations and availability have especially put pressure on the telecom industry, with significant impact on business growth and sustainability, necessitating a clamour for tariff increase by telecom network operators.
In acknowledgement of the operators’ plight, the Federal Government through the Ministry of Communications, Innovation & Digital Economy, and the Nigerian Communications Commission ( NCC) at a stakeholders’ meeting with Mobile Network Operators (MNOs), few days ago in Abuja, granted the request for new tariffs for telecom services, including call, SMS and data among others. The Minister of Communications, Innovation & Digital Economy, Bosun Tijani, stated that although Government would not approve the 100% new tariff regime proposed by the network operators, price increases in telecom services were inevitable. The new price regime is expected to be announced by the NCC any moment soon.
Fundamentally, the costs of diesel, alternative power, and municipal power supply have skyrocketed, while the forex rate has increased astronomically in the last one-and-half to two years. Most telecom equipment and software applications are dollar-denominated, making the major network operators and more importantly, the infrastructure companies (INFRACOs), including tower companies, data centres and internet bandwidth and international connectivity companies that provide the essential bulk backbone services that power the network for telecom firms or service to the homes and offices, equally bear a significant brunt of these cost pressures.
The operating costs of telecom business are largely denominated in dollars. Firstly, given the huge capital requirement for telecoms operations, funding is sourced from international markets, and that has witnessed more than 300% in inflation in terms of interest and principal repayment cost for these funds due to the depreciation of the naira against the US dollar, rising from approximately N500 to over N1,600 in the past three to four years. Additionally, most of the critical components required for operating and maintaining telecoms networks are sourced off-shore requiring significant FOREX. This presents a complex and difficult mismatch for MNOs and INFRACOs who generate revenue in Naira while their costs are USD denominated.
Available statistics further show that the operational expenses of major Mobile Network Operators have surged by over 300% in the last 18 to 24 months, with energy costs accounting for the largest share of their expenses. The escalating cost drivers in the telecom value chain, including fuel, power, energy, and forex, have left operators with no choice but to seek a tariff hike.
If these challenges are not mitigated as quickly as possible, the crisis will have far-reaching consequences for Quality of Service, job security, and the Nigerian economy as a whole. It’s imperative that the federal government grants the request of telecom operators for tariff increases across service offerings – call, SMS and data.
The challenging operating environment has led exasperated MNOs to cry out and make a case for tariff increases. Chief Executive Officer of MTN Nigeria, Karl Toriola, Managing Director/CEO of Airtel Nigeria, Dinesh Balsingh, and 9mobile CEO, Obafemi Banigbe, have highlighted the dire situation, stating that the telecom industry is struggling not just with profitability concerns but with fundamental sustainability, even as it is arguably supposed to be a key driver of the economy. The case for tariff increases, they clarified, is principally to enable the MNOs improve on the present infrastructure gap in order to bolster Quality of Service and broadband penetration in the country.
The Association of Licensed Telecom Operators of Nigeria (ALTON) and the Association of Telecommunication Companies of Nigeria (ATCON) have equally corroborated the need for tariff increases in order to save the country’s telecom sector from avoidable collapse.
Both the industry regulator the Nigerian Communications Commission (NCC) and the Minister of Communications, Innovation, and Digital Economy, Bosun Tijani, have supposedly acknowledged the industry’s plight, with the minister announcing that tariff increases would be approved, although not at the 100% level requested by operators.
But the fundamental reality is that if tariff increases are not approved, the current challenges faced by telecom network operators and even the INFRACOs will have far-reaching consequences for Quality of Service, job security, national security, the financial sector, and the Nigerian economy as a whole.
Here are a few ways tariff increases will impact telecom business sustainability, service quality, and the overall national economy. The telecom industry’s survival is at stake. Without tariff increases, operators may struggle to maintain quality services, leading to a decline in overall sector performance. Tariff increases will enable operators to invest in infrastructure development, driving growth and improving services.
MNOs also deserve fair compensation for their services, considering the rising costs of operations and the investments they have made and must keep making. As operators struggle to maintain operations and a decent return on investment, they are likely to be forced to cut corners, compromising on network maintenance, upgrades, and expansion. This will inevitably lead to a decline in Quality of Service, resulting in dropped calls, poor internet connectivity, and frustrated customers.
Similarly, for the INFRACOs, the rising costs of diesel, fuel, and energy will make it increasingly difficult for them to maintain uninterrupted services at their sites or their networks. In the same vein, the high cost of providing security at cell sites, securing telecom equipment, and transportation of equipment and vendors to sites for maintenance have implications on uninterrupted services. Power outages, network downtime, and reduced coverage areas will become more frequent, ultimately leaving MNO subscribers to voice, data and value added services disconnected and discontent if there are no latching incentives to alleviate their dire cost challenges.
The telecom sector is a significant employer of labour in Nigeria; the inability of telecom operators to operate profitably can pose a threat to staff retention, thereby putting thousands of jobs at stake with consequential effect on their families, dependents and social order. If operators are unable to absorb the rising costs, they will be forced to downsize, leading to widespread job losses and economic instability.
A decline in the telecom sector will have a negative ripple effect on the Nigerian economy. Reduced investments, decreased economic activity, and a decline in tax revenues will all contribute to a slowdown in economic growth.
The way forward is for the Federal Government to grant the request for tariff increases to the MNOs. To ensure that the impact of the tariff review is sustainable, Government should equally give consideration to the needs of INFRACOs, who provide back-end support for the delivery of communication services and are exposed to socio-economic impact of the escalating cost of doing business over the past few years. In addition to approving tariff adjustments to reflect the rising costs of operations for telecom operators in the country, the government should also provide incentives for INFRACOs in order for them to continue to operate and invest in infrastructure and network upgrades.
Ultimately, the sustainability and growth of the telecom sector are crucial to Nigeria’s economic development. By granting the request for tariff increases, the Federal Government can ensure the sector’s long-term viability and promote a digital economy that benefits all Nigerians.

Breaking: Lagos Assembly Passes N3.4 Trn Budget For 2025
The Lagos State House of Assembly on Monday approved a total sum of N3,366,815,224,144 as the total budget of the state for 2025.
The approval followed the presentation of a report on the budget by the chairman of the joint committee on appropriation and finance, Hon. Sa’ad Olumoh, and the subsequent voice votes by lawmakers at a sitting presided over by the Speaker, Rt. Hon. Mudashiru Obasa.
The approved budget is made of N1,295,630,197,452 as recurrent expenditure while N2,071,185,026,692 is earmarked as capital expenditure for the year ending December 31, 2025.
Dr. Obasa, thereafter, directed the Clerk of the House, Barr. Olalekan Onafeko, to transmit a clean copy of the passed bill to Governor Babajide Sanwo-Olu for assent.
The Speaker commended his colleagues for their painstaking efforts leading to the passage of the budget.
Recall that Governor Sanwo-Olu had on November 21, presented a proposal of N3.005 trillion to the House for approval.
The Governor, during the presentation, told the lawmakers that the budget has a deficit financing of N408,902 billion adding that the deficit would be financed from external and internal loans and bonds.
Meanwhile, the House, during plenary on Monday, also passed a bill to consolidate all laws on local government administration in Lagos State.
The bill further makes provisions based on constitutional amendments as well as amendments by the National Assembly which have direct effects on the local governments in Lagos State.
The anti-graft agency also said it was investigating “a trending $400,000 claim of a yet-to-be-identified supposed staff of the EFCC against a Sectional Head.”
The EFCC spokesman, Dele Oyewale, disclosed this in a statement on Monday.
He said the dismissals followed recommendations from the EFCC Staff Disciplinary Committee, which were ratified by the EFCC Chairman, Ola Olukoyede.
“In its quest to enforce integrity and rid its fold of fraudulent elements, the Economic and Financial Crimes Commission dismissed 27 officers from its workforce in 2024,” Oyewale said. “Their dismissal, following the recommendation of the Staff Disciplinary Committee of the EFCC, was ratified by the Executive Chairman, Ola Olukoyede.”
The statement quoted the EFCC Chairman as reaffirming the commission’s zero-tolerance policy toward corruption, emphasising that no officer is immune to disciplinary action.
He also assured the public that all allegations against EFCC staff would be thoroughly investigated, including a trending claim involving $400,000 against a Sectional Head by a supposed EFCC staff member.
“The core values of the commission remain sacrosanct and will always be upheld,” Olukoyede said, reiterating the commission’s commitment to combating corruption and ensuring accountability at all levels.
In addition, the EFCC issued a warning to the public about impersonators and blackmailers exploiting the name of its chairman to extort money from high-profile suspects under investigation.
“The commission also wishes to alert the public to the sinister activities of impersonators and blackmailers using the name of its Executive Chairman to extort money from high-profile suspects being investigated by the EFCC,” the statement read.
The EFCC revealed that two members of an alleged syndicate, Ojobo Joshua and Aliyu Hashim, were recently arraigned before Justice Jude Onwuebuzie of the Federal Capital Territory High Court in Abuja.
The pair allegedly contacted a former Managing Director of the Nigerian Ports Authority, Mr. Mohammed Bello-Koko, and demanded $1m to secure a “soft landing” in a non-existent investigation.
The commission noted that similar criminal elements are still at large and urged the public to report such individuals.
Oyewale further emphasised that EFCC Chairman is a man of integrity who cannot be influenced by monetary offers.
“Olukoyede remains a man of integrity who cannot be swayed by monetary influences. The public is enjoined to report such disreputable elements to the commission.”
The EFCC is also aware of attempts to blackmail its officers through unscrupulous means.
“Suspects under investigation for economic and financial crimes, who have failed to compromise their investigators, often resort to blackmail. These blackmailers should not be given any attention,” Oyewale added.

The virus spreads through respiratory droplets when an infected person coughs or sneezes, and it can also survive on contaminated surfaces.
China has reported a notable spike in HMPV cases, particularly affecting children under 14 years old in the northern regions. This surge has led to concerns about a potential health crisis, with social media posts showing overcrowded hospitals. In response, the Chinese government has adopted measures including mask mandates, social distancing, and disinfection efforts in public spaces.
Global Response: Monitoring HMPV Spread
Countries surrounding China, including Cambodia, Taiwan, and Hong Kong, have heightened their monitoring of HMPV cases, although no widespread outbreaks have been reported. The U.S. Centers for Disease Control and Prevention (CDC) has identified that HMPV poses a higher risk for young children, older adults, and immunocompromised individuals, potentially causing severe respiratory diseases like bronchitis or pneumonia.
Despite the rise in cases, Chinese officials have downplayed the situation, attributing the increase to the usual winter surge of respiratory infections. Beijing also launched a pilot program to track and manage cases of pneumonia of unknown origin.
Nigeria’s Preventive Measures Against HMPV
In response to the rising threat, Nigeria has implemented emergency measures, including surveillance at points of entry and quarantine for passengers arriving from China. Dr. John Oladejo of the Nigeria Centre for Disease Control (NCDC) confirmed that the government would take necessary actions to monitor and control the potential spread of HMPV.
The World Health Organization (WHO) continues to monitor the situation closely, advising travelers to avoid contact with sick individuals and to stay home when unwell. WHO has recommended that people in affected regions follow health protocols like regular handwashing, wearing masks, and seeking medical care when necessary.
HMPV vs. COVID-19: Key Differences
Although both HMPV and COVID-19 are respiratory illnesses, there are significant differences. HMPV is a milder illness, often compared to a common cold or flu, while COVID-19, caused by the SARS-CoV-2 virus, can result in severe complications and long-term effects. HMPV is seasonal, peaking during winter months, and typically causes less severe outcomes than COVID-19.
Why Surveillance is Crucial
Experts emphasize the importance of continuous surveillance, especially with the HMPV outbreak potentially linked to a new variant. Dr. Moses Adewumi, a virologist from the University College Hospital, Ibadan, stressed that ongoing surveillance is crucial to detect and mitigate the spread of such viruses early. He explained that while HMPV isn’t new, the current surge could be tied to a new variant, which is why heightened monitoring and precautionary measures are essential.
Government Response: Screening and Quarantine
Professor Oladipo Kolawole from Adeleke University supports the government’s decision to activate surveillance measures and quarantine procedures. He noted that screening at entry points and the quarantine of inbound passengers from affected regions would help limit the virus’s spread. Early detection is critical to managing outbreaks effectively, and surveillance efforts are essential to ensure public health safety.
The Nigerian government’s approach mirrors that of other countries like Hong Kong and Cambodia, which have reported a few cases of HMPV but are not experiencing widespread outbreaks. Taiwan’s Centers for Disease Control has also warned that the virus poses higher risks for vulnerable populations such as children, the elderly, and those with weakened immune systems.
WHO’s Guidelines and International Travel
The WHO has not recommended specific measures for travelers to China, but advises against non-essential travel when experiencing respiratory symptoms. Travelers are encouraged to seek medical attention and share their travel history if they develop symptoms during or after travel.
HMPV in Africa: A New Threat?
HMPV, first detected in Pakistan in 2001, has caused several outbreaks in Asia but has not yet been reported in Africa. Nigerian health authorities are taking precautions to prevent its introduction into the country, as experts suggest the virus may already be circulating in some form.
Medical professionals agree that active surveillance measures are necessary to protect public health. Dr. Adewumi emphasized that surveillance should be an ongoing process, not just a response to specific outbreaks.

Lagos Assembly Confirms Nominees For Government Agencies
The Lagos State House of Assembly on Tuesday confirmed the appointments of Governor Babajide Sanwo-Olu’s nominees for the state Independent Electoral Commission (LASIEC) and other agencies.
The appointments followed the screening of the candidates by a 12-man ad-hoc committee of the House headed by the Chief Whip, Mojeed Fatai.
Just before the confirmation of the nominees, Hon. Fatai said the committee conducted a thorough screening of the credentials and experiences of each nominee adding that they are all capable of holding government offices.
Adding his voice, a member of the House, Hon. Sa’ad Olumoh, said the nominees are “round pegs in round holes.” He added that the nominees’ impressive credentials and professional expertise make them the ideal candidates for their respective roles.

In a historic ceremony held today, Dec 31st, 2024, at the Government House in Port Harcourt, Rivers State, Da-Amakiri Tubo, Alhaji Mujahid Abubakr Dokubo-Asari, ( Dabaye Amakiri 1) formally received the staff of office as the Amanyanabo of the Source (Elem Kalabari) from Governor Siminlayi Fubara.
Elem Kalabari, renowned as the cradle of Kalabari development, holds a revered place in the annals of Kalabari history and socio-political development. As the first settlement of the founding fathers of the Kalabari Kingdom, it served as the genesis of the kingdom’s growth, preceding the dispersion of its people into present-day settlements.
During the ceremony, Da-Amakiri Tubo, Dokubo-Asari, expressed his profound gratitude to Governor Fubara for the esteemed honor bestowed upon him.
