Breaking: Lagos Assembly Passes N3.4 Trn Budget For 2025

The Lagos State House of Assembly on Monday approved a total sum of N3,366,815,224,144 as the total budget of the state for 2025.

The approval followed the presentation of a report on the budget by the chairman of the joint committee on appropriation and finance, Hon. Sa’ad Olumoh, and the subsequent voice votes by lawmakers at a sitting presided over by the Speaker, Rt. Hon. Mudashiru Obasa.

The approved budget is made of N1,295,630,197,452 as recurrent expenditure while N2,071,185,026,692 is earmarked as capital expenditure for the year ending December 31, 2025.

Dr. Obasa, thereafter, directed the Clerk of the House, Barr. Olalekan Onafeko, to transmit a clean copy of the passed bill to Governor Babajide Sanwo-Olu for assent.

The Speaker commended his colleagues for their painstaking efforts leading to the passage of the budget.

Recall that Governor Sanwo-Olu had on November 21, presented a proposal of N3.005 trillion to the House for approval.

The Governor, during the presentation, told the lawmakers that the budget has a deficit financing of N408,902 billion adding that the deficit would be financed from external and internal loans and bonds.

Meanwhile, the House, during plenary on Monday, also passed a bill to consolidate all laws on local government administration in Lagos State.

The bill further makes provisions based on constitutional amendments as well as amendments by the National Assembly which have direct effects on the local governments in Lagos State.

The Economic and Financial Crimes Commission (EFCC) says it dismissed 27 of its officers last year for misconduct and fraudulent activities.

The anti-graft agency also said it was investigating “a trending $400,000 claim of a yet-to-be-identified supposed staff of the EFCC against a Sectional Head.”

The EFCC spokesman, Dele Oyewale, disclosed this in a statement on Monday.

He said the dismissals followed recommendations from the EFCC Staff Disciplinary Committee, which were ratified by the EFCC Chairman, Ola Olukoyede.

“In its quest to enforce integrity and rid its fold of fraudulent elements, the Economic and Financial Crimes Commission dismissed 27 officers from its workforce in 2024,” Oyewale said. “Their dismissal, following the recommendation of the Staff Disciplinary Committee of the EFCC, was ratified by the Executive Chairman, Ola Olukoyede.”

The statement quoted the EFCC Chairman as reaffirming the commission’s zero-tolerance policy toward corruption, emphasising that no officer is immune to disciplinary action.

He also assured the public that all allegations against EFCC staff would be thoroughly investigated, including a trending claim involving $400,000 against a Sectional Head by a supposed EFCC staff member.

“The core values of the commission remain sacrosanct and will always be upheld,” Olukoyede said, reiterating the commission’s commitment to combating corruption and ensuring accountability at all levels.

In addition, the EFCC issued a warning to the public about impersonators and blackmailers exploiting the name of its chairman to extort money from high-profile suspects under investigation.

“The commission also wishes to alert the public to the sinister activities of impersonators and blackmailers using the name of its Executive Chairman to extort money from high-profile suspects being investigated by the EFCC,” the statement read.

The EFCC revealed that two members of an alleged syndicate, Ojobo Joshua and Aliyu Hashim, were recently arraigned before Justice Jude Onwuebuzie of the Federal Capital Territory High Court in Abuja.

The pair allegedly contacted a former Managing Director of the Nigerian Ports Authority, Mr. Mohammed Bello-Koko, and demanded $1m to secure a “soft landing” in a non-existent investigation.

The commission noted that similar criminal elements are still at large and urged the public to report such individuals.

Oyewale further emphasised that EFCC Chairman is a man of integrity who cannot be influenced by monetary offers.

“Olukoyede remains a man of integrity who cannot be swayed by monetary influences. The public is enjoined to report such disreputable elements to the commission.”

The EFCC is also aware of attempts to blackmail its officers through unscrupulous means.

“Suspects under investigation for economic and financial crimes, who have failed to compromise their investigators, often resort to blackmail. These blackmailers should not be given any attention,” Oyewale added.

The U.S. Centers for Disease Control and Prevention (CDC) has identified that HMPV poses a higher risk for young children, older adults, and immunocompromised individuals, potentially causing severe respiratory diseases like bronchitis or pneumonia.

Despite the rise in cases, Chinese officials have downplayed the situation, attributing the increase to the usual winter surge of respiratory infections. Beijing also launched a pilot program to track and manage cases of pneumonia of unknown origin.

Nigeria’s Preventive Measures Against HMPV

In response to the rising threat, Nigeria has implemented emergency measures, including surveillance at points of entry and quarantine for passengers arriving from China. Dr. John Oladejo of the Nigeria Centre for Disease Control (NCDC) confirmed that the government would take necessary actions to monitor and control the potential spread of HMPV.

The World Health Organization (WHO) continues to monitor the situation closely, advising travelers to avoid contact with sick individuals and to stay home when unwell. WHO has recommended that people in affected regions follow health protocols like regular handwashing, wearing masks, and seeking medical care when necessary.

HMPV vs. COVID-19: Key Differences

Although both HMPV and COVID-19 are respiratory illnesses, there are significant differences. HMPV is a milder illness, often compared to a common cold or flu, while COVID-19, caused by the SARS-CoV-2 virus, can result in severe complications and long-term effects. HMPV is seasonal, peaking during winter months, and typically causes less severe outcomes than COVID-19.

Why Surveillance is Crucial

Experts emphasize the importance of continuous surveillance, especially with the HMPV outbreak potentially linked to a new variant. Dr. Moses Adewumi, a virologist from the University College Hospital, Ibadan, stressed that ongoing surveillance is crucial to detect and mitigate the spread of such viruses early. He explained that while HMPV isn’t new, the current surge could be tied to a new variant, which is why heightened monitoring and precautionary measures are essential.

Professor Oladipo Kolawole from Adeleke University supports the government’s decision to activate surveillance measures and quarantine procedures. He noted that screening at entry points and the quarantine of inbound passengers from affected regions would help limit the virus’s spread. Early detection is critical to managing outbreaks effectively, and surveillance efforts are essential to ensure public health safety.

The Nigerian government’s approach mirrors that of other countries like Hong Kong and Cambodia, which have reported a few cases of HMPV but are not experiencing widespread outbreaks. Taiwan’s Centers for Disease Control has also warned that the virus poses higher risks for vulnerable populations such as children, the elderly, and those with weakened immune systems.

WHO’s Guidelines and International Travel

The WHO has not recommended specific measures for travelers to China, but advises against non-essential travel when experiencing respiratory symptoms. Travelers are encouraged to seek medical attention and share their travel history if they develop symptoms during or after travel.

HMPV in Africa: A New Threat?

HMPV, first detected in Pakistan in 2001, has caused several outbreaks in Asia but has not yet been reported in Africa. Nigerian health authorities are taking precautions to prevent its introduction into the country, as experts suggest the virus may already be circulating in some form.

Medical professionals agree that active surveillance measures are necessary to protect public health. Dr. Adewumi emphasized that surveillance should be an ongoing process, not just a response to specific outbreaks.

The Lagos State House of Assembly on Tuesday confirmed the appointments of Governor Babajide Sanwo-Olu’s nominees for the state Independent Electoral Commission (LASIEC) and other agencies.

The appointments followed the screening of the candidates by a 12-man ad-hoc committee of the House headed by the Chief Whip, Mojeed Fatai.

Just before the confirmation of the nominees, Hon. Fatai said the committee conducted a thorough screening of the credentials and experiences of each nominee adding that they are all capable of holding government offices.

Adding his voice, a member of the House, Hon. Sa’ad Olumoh, said the nominees are “round pegs in round holes.” He added that the nominees’ impressive credentials and professional expertise make them the ideal candidates for their respective roles.

Apart from LASIEC, the House approved nominations for the Office of the State Auditor-General; the General Manager of the Lagos State Electricity Board (LSEB), and the Executive Secretary of the Lagos State Employment Trust Fund (LSETF).

For the Office of the Auditor-General,
Mr. Adetola Muyiwa John was confirmed while Engr. Balogun Kamaldeen Abiodun Temidayo was confirmed as the General Manager Lagos State Electricity Board.

Also, Mrs. Feyisayo Alayande was confirmed as Executive Secretary, Lagos State Employment Trust Fund.
